The new neighbors are putting up a fence. I should be grateful they didn't ask us to pay for it, but I'm nervous. Should I take this personally? Are we an eyesore? Probably not. They do have a small dog. But now how are we get to know them if they are hiding behind their fence?

Take them some cookies and say hello. You might find out you are happy they are hiding! LOL
I would hope the fence is cause of their dog. I agree....take them over some cookies + say hi.

I am guessing they just want their own space. :o) We have discussed getting a fence put up when our elderly neighbor moves or passes on.
